If your waist is coming down while your lifts are going up and your weight is flat, recomposition is happening, regardless of what the scale says.
When to stop and pick one
If six months of recomposition has produced very little in either direction, you have probably exhausted what it can give you. At that point a dedicated 12 week gaining phase or a 12 week fat loss phase will usually do more than another six months of hovering.
